Enhancing Telemedicine Services in Disaster Recovery Operations with Sustainable Communication Infrastructure

Abstract


This paper tackles the complex challenge of ensuring reliable telemedicine services in disaster zones by proposing a self-sustaining Disaster Recovery Network (DRN) infrastructure. We present a blend of innovative methods and algorithms to overcome logistical hurdles in establishing an eco-friendly DRN. Our work delves deep into the system's inner workings, pinpointing key performance indicators and measuring its effectiveness. A central theme is the seamless integration of diverse reliability approaches. In medical emergencies, it is necessary to provide prompt access to essential resources such as food, water, shelter, security, and medical care. The quick coordination of these services depends on a reliable communication network. We introduce a novel DRN clustering algorithm that, combined with a smart solar energy system, guarantees robust network operation. Specifically, we employ the "Duty Cycle Estimation (DCE) – Event Driven Duty Cycling (EDDC)" technique on the Ubicom IP 2022 platform. To accelerate advancements in this field, we propose an experimental platform for comprehensive evaluation. This platform assesses network performance, practicality, power efficiency, and resilience to various disaster scenarios. Furthermore, we introduce a new section exploring the integration of advanced technologies for enhanced disaster response capabilities.
